URS, Applied Marine Technology win contract to support National Exercise Program

Published 30 August 2006

Total value of contract for workshops, policy development, program evaluation, information technology support, and exercises for senior officials is $350 million

In 1981 Olivia Newton-John conquered the music charts with a song expressing her desire “to get physical.” The song had a double entendre, or at least the video did, showing Newton-John in the gym as she fends off a series of suitors who are distrupting her workout. As DHS moves forward with its own National Exercise Program (NEP) to test collective preparedness and interoperability across all levels of government and with the private sector, we hope the agency can retain Newton-John’s focus.

To take the analogy even further, we might even call the EG&G Division of URS (NYSE: URS) one of the government’s physical trainers. The company announced last week that its partnership with Applied Marine Technology (AMTI) had been selected by DHS as one of six teams awarded an indefinite quantity contract to support the NEP in planning and conducting training and workshops, policy development, program evaluation, information technology support, and exercises for senior officials, national special security events, terrorist incidents and national disasters. The cornerstone of these national performance-based exercises is the Top Officials (TOPOFF), biennial exercise series.

Other members of the EG&G-AMTI team include: CUBIC Defense Applications Group; CNA; Courtesy Associates; Defense Group; DFI International Government Services; EAI; IEM; National Center for the Study of Counterterrorism & Cyber Crime; LaLonde Associates; CACI-NSR; Ogilvy Public Relations Worldwide; Private Sector Consulting; and Simulex

The five-year contract has a maximum value of $350 million to all six teams.
