Troubled flood insurance program traps homeowners in flood-prone areas
The U.S. flood insurance program has repeatedly rebuilt some of the most flood-prone properties in the country, unintentionally setting a trap for owners of modest homes who would prefer to move out of harm’s way, according to a new national report. Today it is thousands of properties, but climate change and rising sea levels threaten to flood millions of properties in the coming decades. For every $100 the nation spends to rebuild homes with national flood insurance funds, FEMA spends just $1.72 to better protect people by moving them to safer, less flood-prone land.

Better technologies help first responders respond more quickly, safely, and effectively
When disaster strikes, first responders rush in to provide assistance. In addition to their courage and training, they depend on a panoply of technologies to do their jobs. Pacific Northwest National Laboratory has partnered with emergency management and public safety professionals to define, develop, test and deploy these technologies to improve response and recovery. The Lab also applies its scientific capabilities to assess emergencies as they unfold.

Three advanced first-response technologies funded
The Israel-U.S. Binational Industrial Research and Development (BIRD) Foundation awarded funding to three homeland security projects, selected by DHS and MOPS, between U.S. and Israeli companies to advance technologies for first responders. In addition to the grants from BIRD, the projects will access private sector funding, boosting the total value of the three projects to approximately $7 million. The program funds technology collaborations between U.S. and Israeli partners that have significant commercial potential to meet the most pressing requirements of first responders.

Making gene editing safer
Gene editing technologies have captured increasing attention from healthcare professionals, policymakers, and community leaders in recent years for their potential to cure disease, control mosquito populations, and much more. The potential national security applications and implications of these technologies are equally profound, including protection of troops against infectious disease, mitigation of threats posed by irresponsible or nefarious use of biological technologies, and enhanced development of new resources derived from synthetic biology, such as novel chemicals, materials, and coatings with useful, unique properties. DARPA is funding the efforts of seven teams aiming to develop new knowledge and tools to support responsible innovation in gene editing and protect against threats to genome integrity.

Soft, growing robot for searching people under collapsed buildings
Imagine rescuers searching for people in the rubble of a collapsed building. Instead of digging through the debris by hand or having dogs sniff for signs of life, they bring out a small, air-tight cylinder. They place the device at the entrance of the debris and flip a switch. From one end of the cylinder, a tendril extends into the mass of stones and dirt, like a fast-climbing vine. A camera at the tip of the tendril gives rescuers a view of the otherwise unreachable places beneath the rubble. This is just one possible application of a new type of robot – a robot that can grow across long distances without moving its whole body.

NSA funds cybersecurity project to bolster security of cloud-based computing
A University of Arkansas at Little Rock researcher has received funding from the U.S. National Security Agency (NSA) to improve cybersecurity skills for students and the general population. The cybersecurity lab project, “Networking and Network Security in the Cloud (NetSiC),” will address issues related to cloud-based computing environments and help students practice networking and cyber defense skills.

As an artificial intelligence researcher, I often come across the idea that many people are afraid of what AI might bring. It’s perhaps unsurprising, given both history and the entertainment industry, that we might be afraid of a cybernetic takeover that forces us to live locked away, “Matrix”-like, as some sort of human battery. Might I become “the destroyer of worlds,” as Robert Oppenheimer lamented after spearheading the construction of the first nuclear bomb? Perhaps the critics are right. Maybe I shouldn’t avoid asking: As an AI expert, what do I fear about artificial intelligence?

Rising temperatures may limit aircraft takeoffs globally
Global temperatures have gone up nearly 1 degree Centigrade (1.8 Fahrenheit) since about 1980, and this may already be having an effect. In late June, American Airlines canceled more than 40 flights out of Phoenix, Ariz., when daytime highs of nearly 120 degrees made it too hot for smaller regional jets to take off. Rising temperatures due to global warming will make it harder for many aircraft around the world to take off in coming decades, says a new study. During the hottest parts of the day, 10 to 30 percent of fully loaded planes may have to remove some fuel, cargo or passengers, or else wait for cooler hours to fly, a new study shows.
