• MS-13 is a street gang, not a drug cartel – and the difference matters

Our study proves that MS-13 is neither a drug cartel nor was it born of illegal immigration. That misconception is fueling failed U.S. policies that, in my assessment, will do little to deter MS-13.

    Researchers have identified several new vulnerabilities in 4G LTE networks, potentially allowing hackers to forge the location of a mobile device and fabricate messages. Ten new and nine prior attacks were outlined in a new study, including the authentication relay attack, which enables an adversary to connect to core networks without the necessary credentials. This allows the adversary to impersonate and fake the location of a victim device.

  • Seeking clarity: Making gray-zone activity more black and white

    An emergent type of conflict in recent years has been coined “gray zone,” because it sits in a nebulous area between peace and conventional warfare. Gray-zone action is not openly declared or defined, it’s slower, and is prosecuted more subtly—using social, psychological, religious, information, cyber and other means to achieve physical or cognitive objectives with or without violence. The lack of clarity of intent—the grayness—makes it challenging to detect, characterize, and counter an enemy fighting this way. DARPA launches a new program called COMPASS, to develop software that would help clarify enemy intent by gauging an adversary’s responses to various stimuli.

  • Police investigating death of Russian businessman in London

    A lawyer says a Russian businessman who associated with a prominent critic of the Kremlin has died in London. Nikolai Glushkov, 68, was found dead at his home in southwest London. Glushkov was friends with Boris Berezovsky, a Russian oligarch who died at his home in Berkshire, England, in 2013. In 2011, Glushkov gave evidence at the court case brought by Berezovsky against Kremlin-friendly oligarch Roman Abramovich. Besides Berezovsky and Glushkov, two other prominent Russian exiles — Aleksandr Litvinenko and Aleksandr Perepilichny — died in Britain in recent years.

  • Iran has at least 10 military bases in Syria

    Iran has a network of 10-13 military bases in Syria according to a new study. The study includes a map of Iranian bases, details of each base and an analysis of the strength of the main Shia militias operating in Syria. The bases have tens of thousands of troops from the Iranian Revolutionary Guard Corp (IRGC), as well as missiles and transfer facilities to support Hezbollah, the Lebanese Shia militia.

  • Asia, the Middle East lead rising trend in arms imports, as U.S. arms exports grow significantly

    Continuing the upward trend that began in the early 2000s, the volume of international transfers of major weapons in 2013-17 was 10 percent higher than in 2008-12, according to new data on arms transfers. In 2013–17 the United States accounted for 34 percent of total arms exports. Its arms exports increased by 25 percent between 2008–12 and 2013–17. U.S. arms exports in 2013–17 were 58 percent higher than those of Russia—the second largest arms exporter in that period. The United States supplied major arms to 98 states in 2013–17. Exports to states in the Middle East accounted for 49 percent of total US arms exports in that period.

    The University of Surrey has been awarded $1.1 million by the U.S. Defense Threat Reduction Agency (DTRA) to research new types of nanomaterials that produce high efficiency radiation detectors for use in nuclear security. The project will develop materials that are used as highly sensitive radiation detectors.

  • Nerve agents: what are they and how do they work?

    The first nerve agents were invented by accident in the 1930s when researchers were trying to make cheaper and better alternatives to nicotine as insecticides. In their search, German scientists made two organic compounds containing phosphorus that were very effective at killing insect pests. However, they soon discovered that, even in minuscule amounts, the substances caused distressing symptoms in humans exposed to them. The two substances – too toxic to be used as commercial insecticides in agriculture – became known as tabun and sarin. Since then, other nerve agents have been developed, but much less is known about them, although they are thought to work in broadly the same way. Unlike street drugs, nerve agents cannot be made in your kitchen or garden shed, on account of their toxicity, even in tiny amounts. Synthesis of nerve agents requires a specialist laboratory, with fume cupboards. As more details emerge from the case of former Russian spy Sergei Skripal, we’ll know more about the precise substance used and how it should be tackled. Either way, nerve agents are horrendously lethal and chemical warfare is an obscene use of chemicals.

  • School shooters: What can law enforcement do to stop them?

    Could the police have stopped Nikolas Cruz before he killed 17 students and teachers, and wounded many others, at Marjory Stoneman Douglas High School? The answer is: in all likelihood, No: The police did not have grounds to arrest Cruz and, even had they arrested him, that probably would not have prevented his rampage. Florida police have limited options when faced with a potential shooter like Cruz. They can take him to a mental hospital for evaluation. They can try to persuade him to surrender his firearms, but they cannot seize his guns. In Florida there is no “weapons seizure” or “red flag” law authorizing the police to seek a judicial warrant to take weapons away from a person deemed to be a serious threat to self or others. “Curing” Cruz would have been the best outcome. Disarming him would have been second best. Unfortunately, Florida does not have a “red flag” law, which five states already have and more than 20 are considering.

    Britain’s counterterrorism police took over the investigation into the sudden and severe illness of former Russian spy Sergei Skripal and his daughter as media reported that Skripal’s son died last year of unknown causes on a visit to Russia. Scotland Yard announced that its counterterrorism unit would take charge due to the case’s “unusual circumstances” after Foreign Secretary Boris Johnson warned that any involvement of a foreign government in the incident would not go “unpunished.”

  • AI profiling: the social and moral hazards of “predictive” policing

    While the use of AI predictions in police and law enforcement is still in its early stages, it is vital to scrutinize any warning signs that may come from its use. One standout example is a 2016 ProPublica investigation which found that COMPAS software was biased against black offenders. Society needs to maintain a critical perspective on the use of AI on moral and ethical grounds. Not least because the details of the algorithms, data sources and the inherent assumptions on which they make calculations are often closely guarded secrets. Those secrets are in the hands of the specialist IT companies that develop them who want to maintain confidentiality for commercial reasons. The social, political and criminal justice inequalities likely to arise should make us question the potential of predictive policing.

  • Small-drone threats to infantry units require development of countermeasures

    The emergence of inexpensive small unmanned aircraft systems (sUASs) that operate without a human pilot, commonly known as drones, has led to adversarial groups threatening deployed U.S. forces, especially infantry units. Although the U.S. Army and the U.S. Department of Defense (DOD) are developing tactics and systems to counter single sUASs, a new report emphasizes the need for developing countermeasures against multiple sUASs — organized in coordinated groups, swarms, and collaborative groups — which could be used much sooner than the Army anticipates. The committee that conducted the study developed a classified report that details its findings and recommendations, along with an unclassified public version that discusses key background issues presented in this news release.

    At least four technology companies have taken steps to bar Atomwaffen Division, a violent neo-Nazi organization, from using their online services and platforms to spread its message or fund its operations. The action comes after ProPublica reports detailing the organization’s terrorist ambitions and revealing that the California man charged with murdering Blaze Bernstein, a 19-year-old college student found buried in an Orange County park earlier this year, was an Atomwaffen member.
