Zetes wins Togo voter enrollment contract

The African biometrics market continues to grow; rush job forces Togo to ask for a loaner from Congo

Perhaps taking a lead from Beaverton, Oregon-based Digimarc, which we have often reported has shown great strength in the African biometrics market, Brussels-based Zetes announced this week that it had won a contract to manage the government of Togo’s voter registration system. The contract, which is worth several million euros, is a rush job because of looming legislative elections in June, and it involves the biometric enrollment of three million citizens and a centralized database to manage the data. In deference to the time constraints (as well as price), Togo authorities have signed a deal with the Congo under which the latter country will loan it 3,000 biometric kits provided by an earlier agreement of its own with Zetes. The deal also provides job opportunities for local Togo citizens: under the contract, Zetes will undertake the organization and training of around 6,000 operators and first and second-level technical assistance teams.
