Los Alamos National Laboratory’s annual Hazmat Challenge begins today
Twelve hazardous materials response teams from New Mexico, Missouri, and Nebraska test their skills in a series of graded, timed exercises at the 19th annual Hazmat Challenge held 27-31 July at Los Alamos National Laboratory. The competition tests skills of hazardous materials response teams in responding to simulated hazardous materials emergencies involving an aircraft, clandestine laboratories, various modes of transportation, industrial piping scenarios, a simulated radiological release, and a confined space event.

Journalists’ computer security tools lacking in a post-Snowden world
Edward Snowden’s leak of classified documents to journalists around the world about massive government surveillance programs and threats to personal privacy ultimately resulted in a Pulitzer Prize for public service. Though Snowden had no intention of hiding his identity, the disclosures also raised new questions about how effectively news organizations can protect anonymous sources and sensitive information in an era of constant data collection and tracking. Researchers found a number of security weaknesses in journalists’ and news organizations’ technological tools and ad-hoc workarounds.

In first case of its kind, UK high court rules surveillance law unconstitutional
Controversial surveillance legislation hustled through parliament last summer has been ruled unlawful by the U.K. High Court, which argued that the vague terms and descriptions of powers in the Data Retention and Investigatory Powers Act 2014 (DRIPA) renders the act incompatible with human rights under European law. DRIPA, one in a series of laws supporting controversial surveillance powers passed by successive U.K. governments, establishes the principle by which anti-terrorism measures and national security priorities take precedence over human rights considerations. However, the judgment rules that the EU Charter of Fundamental Rights must take precedence, and in doing so requires the U.K. government to undo its own act of parliament — a significant precedent by a British court.

Size of a community’s police force predictor of police misconduct
The size of a community’s police force is a greater predictor for police misconduct than its ethnic diversity, according to researchers. In a study of nearly 500 city police departments across the United States, researchers found police departments with a large number of full-time employees are more likely to experience reported incidents of police misconduct, including excessive force, sexual misconduct, financial misconduct, and driving under the influence. This contradicts previous claims by other studies that a large police organization can potentially reduce misconduct.

HHS launches first compendium of resources for health emergencies
The U.S. Department of Health and Human Services last week launched the first online collection of the federal resources and capabilities available to mitigate the health impacts of emergencies. The compendium offers an easy-to-navigate, comprehensive, Web-based repository of HHS products, services, and capabilities available to state, state, tribal, territorial, and local agencies before, during, and after public health and medical incidents. The information spans twenty-four categories, and each category showcases the relevant disaster resources available from HHS and partner agencies, a brief description of each resource and information on accessing each one.

Fingerprint accuracy stays the same over time: Study
Fingerprints have been used by law enforcement and forensics experts to successfully identify people for more than 100 years. Though fingerprints are assumed to be infallible personal identifiers, there has been little scientific research to prove this claim to be true. As such, there have been repeated challenges to the admissibility of fingerprint evidence in courts of law. A new study shows that fingerprint recognition accuracy remains stable over time – and that the fingerprint recognition accuracy does not change even as the time between two fingerprints being compared increases.

Detecting illegal, designer drugs from a single fingerprint
An innovative technology can detect the presence of a range of illegal and designer drugs from a single fingerprint, which could be a valuable new tool in bringing drug dealers and other criminals to justice. The technology, known as Matrix Assisted Laser Desorption Ionization Mass Spectrometry Imaging (MALDI-MSI), can detect the presence of cocaine, THC (the chemical present in marijuana), heroin, amphetamine and other designer drugs from a fingerprint.

North Korea conducted human experiments with chemical weapons: Defector
A 47-year old North Korean researcher has defected to Finland, taking with him gigabytes of information on human experiments which he plans to present to EU parliament later this month. The scientist, using the pseudonym “Lee,” worked at a microbiology research center in Ganggye, Chagang Province, which shares a border with China. Lee reached Finland via the Philippines, according to a Korean human rights group.

The science behind the deal
The main U.S. objective of the deal with Iran is to decrease the riskiness of Iran’s civilian nuclear program to a point which (1) future nuclear weapon production would be unlikely, and (2) if Iran does cheat, it would be detected with reasonable certainty. Have the objectives been achieved in the deal signed 14 July? It is important to keep in mind that it is not reasonable for opponents of the deal to demand 100 percent certainty in verifying the agreement and it is also not necessary. A cost-benefit analysis is always done to determine what is feasible. Often this is not understood, and unreasonable demands may be placed on the verification regime.

NNSA should consider more than one alternatives for lithium production: GAO
An isotope of lithium is a key component of nuclear weapons and is essential for their refurbishment. The National Nuclear Security Administration’s (NNSA) halted certain aspects of its lithium production operation — conducted at its Y-12 National Security Complex in Oak Ridge, Tennessee — in May 2013 due to the condition of the site’s 72-year old lithium production facility. Y-12 management concluded that usable lithium could run out without additional actions. In response, NNSA developed a strategy which proposed a new lithium production facility by 2025 and identified “bridging” actions needed to meet demand through 2025. GAO says that NNSA should give consideration to other alternatives for addressing the coming lithium production crunch.

First of three flight test for B61-12 gravity bomb completed
The U.S. Air Force (USAF) and National Nuclear Security Administration (NNSA) completed the first development flight test of a non-nuclear B61-12 gravity bomb at Tonopah Test Range in Nevada on 1 July 2015. This test is the first of three development flight tests for the B61-12 Life Extension Program (LEP), with two additional development flight tests scheduled for later this calendar year. The B61-12 LEP refurbishes both nuclear and non-nuclear components to extend the bomb’s service life while improving its safety, security, and reliability.

NIST, NTIA seeking industry partners for public safety communications test bed
The Commerce Department’s Public Safety Communications Research (PSCR) program is signing up a new round of industry collaborators for the test bed used to evaluate advanced broadband equipment and software for emergency first responders. So far, thirty-nine telecommunications companies have signed new, five-year Cooperative Research and Development Agreements (CRADAs) to participate in the test bed program.

The details of the Joint Comprehensive Plan of Action signed yesterday, 14 July 2015, in Vienna are complicated and mostly of technical nature, but the agreement itself is not much more than a bargain between the world’s powers and Iran: Iran agreed to accept the imposition of exceedingly strict limits on its nuclear program in exchange for a return of its frozen assets and the lifting of the crippling sanctions the United States, the EU, and the UN had imposed on it for its refusal to live within the strictures of the Nuclear Non-Proliferation Treaty (NPT), of which it is a member.

New U.K. surveillance review calls for a fresh start in the law for interception of communications
After a year of investigation and consultation, the U.K. Independent Surveillance Review has delivered its conclusions to Prime Minister David Cameron. The authors presented their report, A Democratic License to Operate, yesterday (14 July 2015). The Review shows how a democracy can combine the high level of security the public has a right to expect, and also ensure the respect for privacy and freedom of speech that are the foundations of a democracy. The panel unanimously calls on government, civil society, and industry to accept its recommendations and work together to put them into practice.
